Mikie was getting majorly stressed due to a number of things and stepped down as admin in 2020. Prior to that, he had appointed Toybox to moderator a year and a half earlier. As he was going through his IRL issues, she acted as something like a personal advisor, conning her way into privileged status. When he finally had enough of dealing with the site, he handed it over to her, assuming she would continue running it as he had since she presented herself as a paragon of normalcy. And then she threw his ideas out the window and started running it into the ground. Mikie said something along the lines of, handing the site over to Toybox was the biggest mistake he ever made as admin of Ponychan. Near the end of Ponychan, Toybox had completely checked out and didn't give a rat's ass about the site or its remaining users, but she came back to revel in the shutdown. But she wasn't the person responsible for actually shutting it down.
The main thing we have to watch out for here is the CP spammer. Aside from that, the rules are not very restrictive in my opinion.
