It wouldn't. People would just start using better weapons. Look at the middle east. Eventually a civil war would break out. Then the government might win and it would end up some kind of fucked up middle eastern country. Or the people do and we end up with warlords and shit. It's a push and pull between authority and a population of people. You do nothing and everyone begins stealing. You punish to harshly and it causes hate.

When people commit crimes and hurt other people, they deserve to be punished. One of the more 'humane' ways to do so without permanent damage is jail. (Lol) It's a complicated situation, but without it we end up with village justice which is just gruesome.

Take a lot of villages in africa that invented "Tiring" Someone. If they think you have done something extreme and deserve death, they tie you up, place a car tire around your neck, pour gasoline on you, then light a match.

I think our way is a little more 'humane' compared to that.
