A strategic move to have this song be playing at the ending:

This was a specifically written song for the ending of Sonic 2. Not a lifted track.
It was released on CD concurrently with the release of Sonic 2 and the lyrics were intended to be in Sonic 2 but the hardware wasn't capable. The band contracted had Sonic painted on their bus and the song was signed off by the entire Sonic 2 staff.
