This has much to do with the early history of current Ponychan and the lack of support at the time, as well as the failure of the early "make the site into whatever you like" ethos when there were no users who had any desire to do so. So what you have now, is the result of a staff that strongly favors free speech and usage, when in the past you or anyone could have shaped the site in any way you wanted (but of course, didn't). I could just as easily tell you to be the change you want to see, but I know you won't, and anyway that ship has sailed.
