I haven't seen Korra, but I'm not so sure that even a very powerful earth bender is going to be turning the metal into different states of matter like Magneto from Xmen or something. From what I've seen it's like crude beating; almost similar to how a black smith would work; and to construct a building they would still need of course an architect and the means to keep that structure stable. Which earth and rock I imagine its more like mushing putty together at times. (King Boomie was able to basically earth-glide and swim through the ground.) Yeah, I mean if you wanna live out a minecraft murder-hobo godless, tax-voiding, long haired hippy, then earth bending would be the best for that.
A fire bender could build shelter out of metal through smelting, or just by being a good carpenter by trade.
