isn't that kind of to be expected in a post apocalyptic world? again, I don't know much about fallout, but I'd be more shocked if it were some kind of bustling city.

Same issue as the Halo show. Buncha bullshit that spits in the face of the lore.
House being a greedy money-grubber, for example. Dude was filthy filthy rich. He literally didn't give a fuck about money, any more. He was at that "I am god" tier of self-absorbed philanthropy.
Man was building Vegas into his own personal fiefdom, complete with robotic security that were armed to the teeth, and a defensive anti-missile grid that literally kept the place from getting nuked.
He was not invested in profiting from the war.
