He was just wallowing in his own hubris though. Ozzy may well have believed it was a necessary sacrifice to prevent the cold war going hot but it wasn't actually necessary as real-world history proves and he was just a mass-murderer with a god complex.
I suppose that does make him pretty good for the purposes of this thread though.

I've always liked Gaston. He may be a grandiose narcissist but if he hadn't been designated as the villain in a Disney movie he could easily have been a hero in a different story. There's a lot of fan theories circulating online that can sum it better than I can.

See the whole point of The Watchmen is that heroes don't necessarily make the world better, but merely a different variety of fucked-up. That whole spiel has been beaten to death in recent years but Watchmen was the first to point out that a "super" society where costumed assholes go around trashing the place every 3 or 4 days just isn't going to be the best place to raise your kids. Thus the "heroes" are ultimately what fast-tracked that world to destruction and we are just better of without them.

I think you are referring specifically to the movie version yes? In that Ozy convinces Dr. Manhattan to use his power to blast NYC and turn the whole world against him.
However in the original graphic novel(Spoilers) Ozy genetically engineers a giant alien-looking squid monster to attack NYC and kill a bunch of people, convincing the world that aliens exist and they have to band-together to defend against them. Dr. agrees to keep quiet about it and the buggers-off to found his own galaxy with blackjack and hookers.

Actually it's The Comedian who primarily plays that role, though every other hero is broken and dysfunctional in their own particular way. Comedian is a violent, killy, rapey, government lapdog/assassin who does it all for the lulz and he's suppose to be one of the good guys. Nite owl and Silk Specter are the least fucked-up of the bunch and so they decide to go off and do laundry and taxes together at the end.

In the movie, Ozy uses technology derived by Manhattan and evocative of Manhattan to frame Manhattan for the simultaneous attacks all around the world. Manhattan himself doesn't proactively kill anyone in the finale except Rorschach. Manhattan does however accept that Ozy was correct to do so and agrees to be the scapegoat after Ozy already framed him.

The Comedian was the one I specifically had in mind because he's the best case for what you were saying, yet also falls short in the ways I described. As I recall he assassinates JFK. But JFK dies regardless, whether it's at the hand of the Comedian or the CIA. Same for the comedian's war crimes - the people die, whether due to a 'hero' or due to a regular grunt. The end result doesn't change.

Yes the graphic novel is intentionally left open-ended so people can draw their own conclusions.

Also Alan Moore is an anarchist writer, wizard, mall Santa and Rasputin impersonator. So not only does he have a better resume than us but he also doesn't care much for authority.

I feel like I can sort of relate to Juri Han sometimes. Spinel was also a great villain in Steven Universe. Volemort in the movies was absolutely ridiculous. Anton Chigurh was unnerving. I really liked the Violator from Spawn as well, because he is not only ruthless, threatening, and funny, but has a great design. Oren-Ishii from Kill Bill is also a great villain; though you could argue everyone in that movie was a villain.

I've had some time to think about this thread and the question the OP brought up. Its made me think, "What makes a good villain?" What makes a good Heel as pro-wrestling fans would call it. Don't get me wrong; not ever villain needs to be a Thanos, "B-But I'm technically right g-guys!"

A great villain can be 1 or 2 dimensional as well. Look at Azathoth. He is so complicated that he is basically stupid and just boils down to, "I am evil because I am dreaming the universe" We don't actually get to see any of his motives in action, nor any relatable thoughts come from the Blind-Idiot-God. All we know is that he is a being that is so complex and incomprehensible; to merely be in its presence would kill you in a multitude of ways. We know that he knows everything and also nothing at all, and that he is evil by human morals. And yet, with all this said in the stories and appearances we get, Azathoth is ultimately one or two dimensional from a story telling perspective. (Which is fine. It works.)

However, a lot of great villains also do require that connection of "Well fuck, it's hard to blame them." To which there is usually some kind of sympathetic connection between the audience and your villain. Another factor is ridiculousness. I don't mean this 100% of the time as "Haha, that is ridiculous" though that can be the case as with Heihachi in the Tekken series. He is ruthless, cold, and presented as an asshole; but he is actually trying to do the right thing and kill off the Devil Bloodline. He can also go from complete goofy ahh to a serious badass at the drop of a hat.

Good villains can also be enigmatic, horrific, or otherwise simply alien.

Anyway, so I don't end up spamming the thread I'll leave a sort list of great villains: Yujiro Hanma, Mileena, Juri Han, Godzilla, Horus, The Deadites, Tomie, Necromorphs, The Predators/Xenomorphs, Remina, The Thing, Roah from Fist of the North Star, Majin Buu (Especially during the redemption arc with Mr Satan), Malebolgia, The Cenobites from Hellraiser, Tyranids, Diablo and his brothers (Games 1 and 2+expansion), The Butcher, Michel Myers; the list can go on.

All great villains for different reasons.
